2008 AMSL

Sanctioning of Schools/Academies/Camps
The ASA would like to remind member Districts and Associations that most soccer schools, academies or camps sanctioned in 2007 will soon see their sanction lapse. Sanctioning periods are limited to one year and most will need to renew or apply to the Alberta Soccer Association for 2008 sanctioning.

While all schools/academies/camps originally had until May 15th, 2008 to receive sanctioning or supply proof their current sanction, that date has been extended until June 15th, 2008 to compensate for delays in activating the new ASA website.


The rules for sanctioning are straight forward:
  1. Need the endorsement (recommendation) of the District or the pertinent soccer association.
  2. Follow the ASA approved process for sanctioning of Districts (soccer associations) endorsed soccer instructional programs by clicking sanctioning on the left hand tool bar
ASA sanctioning is required for all District endorsed soccer training programs operating within the boundaries of member Districts and Associations.
Districts or soccer associations do not have the authority to sanction soccer schools, academies or camps. They can only make recommendations for these soccer activities to the ASA who is the only organization with the authority to sanction such activities within the Province of Alberta.
Rule 24 – Soccer School Instruction
  1. The Alberta Soccer Association (ASA) shall be the sole authority for the organization and conduct of indoor and outdoor soccer schools within Alberta. From time-to-time, the ASA may enter into cooperative profit-sharing soccer skills instructional programs with members of the ASA.
  2. No member of the ASA may conduct indoor or outdoor soccer skill camps, schools or clinics by whatever name without the written consent of, and in conjunction with, the Association.
  3. No participant in a program of a member may conduct indoor or outdoor soccer skills instruction unless in the direct employ of the ASA or in the employ of a member engaged in an approved instructional program with the ASA.
  4. The technical content and technical delivery of any part of an indoor or outdoor soccer skills program proposed under 24 A), B) or C) above are subject to prior written approval of the ASA.
  5. No applicant for ASA sanctioning of a soccer instructional venture will be considered unless such applicant has first received endorsement of their application by the ASA member District for the community in which the proposed instructional venture would be conducted.
RULE 13 – REFEREES E) No ASA registered referee may officiate in any unsanctioned game, competition or tournament, whether in or out of Alberta. Failure to comply will result in disciplinary action being applied to the individual concerned. On March 31st, 2007 the Board approved the process for sanctioning of District Endorsed Soccer Instructional Programs and the following is an excerpt from that document; ENFORCEMENT It is the responsibility of the Program Operator of a District Endorsed Soccer training program operating within Alberta to ensure that the appropriate license is in place prior to the training being provided. Furthermore, all instructors with District Endorsed Soccer training programs must ensure that any soccer school activity in which they are involved has the required licensing in place. ASA licensing must be secured before advertising for the District Endorsed Soccer training operating within Alberta can be displayed or published. Failure to comply with the licensing policies and procedures shall result in discipline action by the ASA, including the imposition of suspensions or financial penalties on individuals of member organizations , private District Endorsed Soccer training Operators, Academies or Camps. Upon receipt and subsequent confirmation of documentation evidencing a breach of District Endorsed Soccer training programs, licensing policies and procedure, penalties could be imposed pending the outcome of a hearing. Any (adult) player, coach, manager, referee or Board Member of any ASA affiliated soccer association participating in unlicensed District Endorsed Soccer training will not be allowed to participate in any soccer-related activity in Alberta within the jurisdiction of the ASA.
ASA has placed dedicated staff in the field who will be identifying and auditing soccer schools/academies/camps operating throughout the Province and those not in compliance will be advised that after June 15th, 2008 suspension procedures will be initiated immediately. In addition, ASA will be publishing on its website those schools/academies/camps that are sanctioned and similarly, naming those not sanctioned.
All Districts (soccer associations) are obligated to inform ASA of any soccer schools, academies or camps that are violating the rules, regulations and policies of the Alberta Soccer Association in regards to the above matter.
